Biden's stance against college protests of Israel attacking Gaza led to the creation of laws making anti-zionism (note: not anti-semitism) a form of hate speech. While he stated he did not want the national guard deployed to college campuses, he did not condemn the use of police to forcibly remove protestors.
Trump's calls for arresting protestors, ending federal funding to colleges that allow protests, and even dictating what protesters can wear is a natural progression, the logical next step, of government attitudes towards protests over decades and decades of government crackdown.
